Auto parts execs forgo pay after price fixing case (AP)

TOKYO ? The Japanese auto parts company pleading guilty to price-fixing in the U.S. promised to prevent a recurrence Friday, with its top executives returning part of their pay in a sign of remorse.

Furukawa Electric Co. said it has been cooperating fully with U.S. authorities. It concluded an agreement Thursday with the U.S. Justice Department to plead guilty and pay a $200 million fine on charges of taking part in a cartel with rivals in the U.S. for wiring for vehicles. Three Furukawa executives will serve prison sentences.

Chairman Hiroshi Ishihara and president Masao Yoshida are returning 50 percent of their pay for three months, according to the company. Two other senior executives, Masahiro Yanagimoto and Suguru Shinozaki, are returning 30 percent and 25 percent of their pay for three months.

Toshinori Kimura, a company spokesman in Tokyo, said several price-fixing cases had surfaced at Furukawa Electric about three years ago in Japan.

The company concluded an internal investigation in late 2009, including group companies and outside legal counsel, to stamp out the problem, and remains committed to compliance with laws around the world to regain public confidence, he said.

Kimura said the latest U.S. move was for past price-fixing that was stopped when the company put measures in place after its 2009 investigation.

The Justice Department says Furukawa conspired with other cartel members to fix prices of wiring harnesses, or groups of wires that link brakes, transmission and other parts in a car, for 10 years starting in January 2000.

Three Furukawa executives, all Japanese, who pleaded guilty to roles in the cartel, will serve prison time in the U.S. ranging from a year and a day to 18 months, according to the department.

It is rare for foreign executives to serve any U.S. prison time for price-fixing, much less serious felony time of more than a year behind bars. Such severe penalties are also rare in Japan for price-fixing.

Kimura said two of the executives were working at the company's 100 percent-owned U.S. subsidiary, while a third was in Japan. He declined to give further details, including when they would appear in court.

The Justice Department and court documents identified them as Junichi Funo, Hirotsugu Nagata and Tetsuya Ukai.

Furukawa Electric said in a statement it will rack up a special loss of 15.3 billion yen ($200 million) in the second quarter of this fiscal year to account for the $200 million fine.

It was unclear how many automakers were affected by the conspiracy, how many models were affected and how much the price-fixing scheme inflated parts prices.

Furukawa Electric declined to give details about the companies that it supplied.

The Justice Department did not identify the other companies involved in the cartel. It said two of the Furukawa Electric executives who pleaded guilty worked in sales to Honda Motor Co.

Word of the investigation surfaced in February of 2010 when the FBI raided the U.S. offices of three parts makers that supply Toyota Motor Corp. and other manufacturers.

Bourque Industries Makes Key Strategic ... - Arizona Venture Capital

Company now controls all intellectual property and global production and distribution rights for Kryron

TUCSON, Ariz.?(BUSINESS WIRE)?Bourque Industries, Inc. (OTC: BORK) management today announced four key strategic business acquisitions to consolidate all facets of Kryron technology into a single corporate entity. This includes all sales, distribution, manufacturing, future product development, and intellectual property comprising all global Kryron patents and licensing rights.

Bourque also announced an enhancement to its business strategy, which will now expand to focus on the development, licensing, and commercialization of a broad range of products utilizing Kryron, its patented aluminum alloy, and other Kryronized metal alloys. The Company will also develop basalt-based materials using technology from newly-acquired Basalt Fiber Technologies, LLC.

Beyond its current line of protective ballistic armor plates under development, Bourque plans to pursue development of conductive materials, agriculture and heavy equipment, mining technology, aviation and automotive components, and consumer electronics as well as other products which will benefit from the unique materials technology it has under development.

In execution of this strategy, the Company entered into Acquisition Agreements on September 26, 2011, to acquire three companies controlled by John M. Bourque ? Bourque Industries? principal shareholder, CEO, Director and Chief Scientist ? each of which hold certain pre-existing license rights to Kryron technology. Upon consummation of these three acquisitions, Bourque Industries will control all rights to the Kryron material and Kryron patents for all uses, worldwide, in all markets and for all products.

?This fundamental restructuring is a major leap forward for Bourque Industries and Kryron technology,? said John M. Bourque. ?With the consolidation of all technology and operations into one company, Bourque Industries is ideally positioned to pursue our mission of redefining industry standards by developing revolutionary materials for a wide range of industrial, commercial, and military applications.?

Bourque Industries will acquire Bourque Alloys, LLC; Bourque Alloys Manufacturing, Inc.; and Kryron Global, LLC through reverse mergers and convert them into wholly-owned Company subsidiaries. In exchange, the shareholders of the respective target companies will receive 5.6 million shares, 92 million shares, and 12.5 million shares, respectively, of restricted Bourque Industries Common Stock. John M. Bourque, the inventor of Kryron, owns 100% of Kryron Global, which held all Kryron-related patents before the merge, and owns approximately 54.5% of the outstanding stock of the other two companies.

Bourque also entered into an Acquisition Agreement to acquire ? through a reverse merger into a wholly-owned Company subsidiary ? all of Basalt Fiber Technologies, LLC, in exchange for the issuance of 5.9 million shares of Bourque Industries restricted Common Stock to the target company?s shareholders. Kim D. Southworth, Basalt Fiber Technologies' President and a Director of the Company, owns approximately 75% of the outstanding stock of Basalt Fiber Technologies.

Basalt Fiber Technologies is developing new technology to produce basalt fiber in quantities far exceeding current production methods and at substantially lower costs. Basalt fiber is made from quarried basalt rock, which is heated and pushed through fine nozzles to create streams of molten rock that solidify into fibers. The resulting product is similar to fiberglass, but is physically stronger and significantly cheaper.

An inert rock found worldwide ? and in great quantities in the western United States ? basalt is the generic term for solidified volcanic lava. Basalt is used in the production of fireproof textiles for the aerospace and automotive industries and as a composite to produce a wide range of enhanced, innovative products. Bourque Industries plans to combine basalt with Kryron to develop new materials and applications and to diversify the revenue streams of the Company.

Bourque Industries will privately issue a total of approximately 116 million shares of Common Stock to acquire these four companies, out of which 65.5 million shares will be issued to John M. Bourque in exchange for his shares in three of the companies. Kim D. Southworth will be issued 4.5 million shares in exchange for his shares in Basalt Fiber Technologies, and 16 million shares for his minority position in Bourque Alloys Manufacturing. Upon consummation of these acquisitions, John M. Bourque?s holding of Bourque Industries, Inc. Common Stock will increase from approximately 52.5% to approximately 53.5%, and Kim D. Southworth?s holdings of Bourque Industries, Inc. Common Stock will increase from 0% to 6.9%. The Company?s total shares of Common Stock outstanding will increase to approximately 299 million shares.

These mergers and acquisitions are expected to be consummated in a matter of days, and although minority shareholders in each target company will be entitled to exercise dissenter?s rights, Company management does not anticipate that such rights will be exercised.

In furtherance of this new strategy, on September 23, 2011, Bourque Industries entered into a Royalty Agreement with John M. Bourque, whereby it acquired all remaining unlicensed rights to the Kryron technology and patents in exchange for the grant of a royalty interest to John M. Bourque. The Agreement has a term of 20 years, and provides for payment to Mr. Bourque of a 5% royalty on gross sales of products and services utilizing the Kryron technology and all derivative products.

The Company at the same time entered into an employment agreement with John M. Bourque, retaining him as CEO and Chief Scientist, to pursue further development, commercialization, marketing, and sale of products utilizing Kryron technology. The Agreement has a 10-year term (with renewal terms), which provides for an initial salary of $360,000 per year and the immediate issuance to Mr. Bourque of 100,000,000 shares of Bourque Industries Series A Preferred Stock.

The Preferred Stock is convertible into Common Stock at the rate of one Common share for each 1,000 Series A Preferred shares converted, is entitled to share in any dividends declared with Common at the rate of 1/1000th of the amount of any Common dividend, and is entitled to vote on all matters with Common, including the election of Directors, and has voting rights of four votes per each share, as contrasted to the one vote per share of outstanding Common Stock.

As a result of this issuance of Series A Preferred Stock to John M. Bourque, Mr. Bourque receives through ownership of the Series A Preferred Stock a right to receive any dividends declared in an amount equal to 100,000 shares of Common Stock, and retains the right at present to elect a majority of the Board of Directors and to determine other matters presented to the shareholders for a vote, since the Series A Preferred Stockholder will be entitled to cast 400 million votes on any matter, as compared to the approximately 199 million votes entitled to be cast by the currently outstanding Common Stock.

All actions were approved by the Company?s newly expanded Board of Directors with any affected Directors abstaining in each case.

On Sept. 20 and 21, GM Foundation donated a total of $52,000 in grant funds to help fund automotive technician programs at Mount Wachusett Community College in Gardner, Massachusetts and MassBay Community College in Ashland, Massachusetts.

College presidents from both Mount Wachusett and MassBay, legislators and students from the college?s Automotive Technology programs came out to support the event.

?Education is an important part of the GM Foundation?s work,? said GM Foundation President Vivian Pickard. ?There is a great need in the automotive industry for trained service technicians at auto dealerships and independent repair shops.?? Pickard continued, ?Through this donation, we are proud to invest in the future of the repair industry and cultivate workforce talent by investing in the next generation of auto repair technicians.?

LA PAZ, Bolivia ? Bolivia's interior minister and his deputy resigned Tuesday after mounting recriminations over a violent police crackdown on marchers opposed to a jungle highway that they say would despoil an indigenous preserve.

Interior Minister Sacha Llorenti became the second Cabinet member to step down over the weekend action, which backfired as angry crowds pressured police into releasing the hundreds of protesters they had detained.

Defense Minister Cecilia Chacon resigned in protest immediately after Sunday's crackdown by about 500 police officers who fired tear gas and wielded clubs in the eastern lowlands.

The backlash is a major setback for President Evo Morales, who by stubbornly insisting on the 190-mile (300-kilometer) jungle highway had alienated many of his indigenous core supporters in this poor, landlocked nation where more than two in three people are members of indigenous groups.

Morales announced Monday that he was suspending the Brazil-funded highway and leaving it to voters in the two affected regions to decide its fate.

Llorenti had initially defended the crackdown and denied excessive force was used.

But before resigning on Tuesday he said neither he nor Morales had ordered the police against the marchers. He blamed Deputy Minister Marcos Farfan, who resigned to take responsibility but also denied ordering the police action.

The director of Bolivia's migration agency, Maria Rene Quiroga, resigned Tuesday to protest the breakup of the march by some 1,000 people who departed the provincial capital of Trinidad in mid-August on foot bound for the highlands capital of La Paz.

It was not clear how many people were injured or how seriously during Sunday's clash.

Morales has been an impassioned champion of the campaign to curb global warming but is seen as less environmentally friendly at home for insisting on building the highway through the 600-square-mile (12,000-square-kilometer) Isiboro-Secure Indigenous Territory National Park. It is home to 15,000 indigenous people who live off hunting, fishing, gathering fruit and subsistence farming.

Park inhabitants fear the road would bring an influx of settlers who would destroy their habitat by felling trees and polluting rivers.

Environmentalists say the road would mostly benefit Brazilian commercial interests such as timber exporters while endangering a pristine nature preserve.

Morales, an Aymara Indian who is Bolivia's first indigenous president, has been fiercely criticized as turning a deaf ear to those who re-elected him by a landslide in 2009.

The president, who is also leader Bolivia's coca growers union, has seen his support in opinion polls fall to 37 percent, its second-lowest level since he was first elected in 2006.

India silver, gold slide with world markets (Reuters)

MUMBAI (Reuters) ? Silver futures in India fell more than 11 percent on Monday morning tracking weak world markets, while gold futures lost 4 percent.

At 10:48 a.m., the most-active silver for December delivery on the Multi Commodity Exchange was down 10.72 percent to 47,932 rupees per kg, while gold for October delivery was 3.67 percent lower at 25,735 rupees per 10 grams.

Gold and silver prices tumbled in the world market on Monday as investors liquidated their positions on fears of an impending recession.

First African woman to win Nobel Peace Prize dies (AP)

NAIROBI, Kenya ? Wangari Maathai, the first African woman recipient of the Nobel Peace Prize, died after a long struggle with cancer, the environmental organization she founded said Monday. She was 71.

Kenya's most recognizable woman, Maathai won the Nobel in 2004 for combining environmentalism and social activism. She was the founder of the Green Belt Movement, where over 30 years she mobilized poor women to plant 30 million trees.

In recognizing Maathai, the Nobel committee said that she had stood up to a former oppressive regime ? a reference to former Kenyan President Daniel arap Moi ? and that her "unique forms of action have contributed to drawing attention to political oppression."

Maathai said during her 2004 acceptance speech that the inspiration for her life's work came from her childhood experiences in rural Kenya, where she witnessed forests being cleared and replaced by commercial plantations, which destroyed biodiversity and the capacity of forests to conserve water.

Although the Green Belt Movement's tree-planting campaign did not initially address the issues of peace and democracy, Maathai said it became clear over time that responsible governance of the environment was not possible without democracy.

"Therefore, the tree became a symbol for the democratic struggle in Kenya. Citizens were mobilized to challenge widespread abuses of power, corruption and environmental mismanagement," Maathai said.

Kenyan Prime Minister Raila Odinga said Maathai's death "strikes at the core of our nation's heart."

"I join Kenyans and friends of Kenya in mourning the passing of this hero of our national struggles," Odinga said. "Hers has been heroism easily recognized locally and abroad. ... Prof Maathai has passed on just when the causes she long fought for were just beginning to get the attention they deserved as threats to the survival of the human race and that of our planet."

The United Nations Environment Program called Maathai one of Africa's foremost environmental campaigners. The U.N. agency recalled that Maathai was the inspiration behind UNEP's Billion Tree Campaign, which was launched in 2006. To date, more than 11 billion trees have been planted as part of the campaign.

"Wangari Maathai was a force of nature. While others deployed their power and life force to damage, degrade and extract short term profit from the environment, she used hers to stand in their way, mobilize communities and to argue for conservation and sustainable development over destruction," said Achim Steiner, the executive director of UNEP.

Tributes also poured out for Maathai online, including from Kenyans who remember planting trees alongside her as schoolchildren. One popular posting on Twitter noted that Maathai's knees always seemed to be dirty from showing VIPs how to plant trees. Another poster, noting Nairobi's cloudy skies Monday, said: "No wonder the sun is not shining today."

A long time friend and fellow professor at the University of Nairobi, Vertistine Mbaya said that Maathai showed the world how important it is to have and demonstrate courage.

"The values she had for justice and civil liberties and what she believed were the obligations of civil society and government," Mbaya said. "She also demonstrated the importance of recognizing the contributions that women can make and allowing them the open space to do so."

Her quest to see fewer trees felled and more planted saw her face off against Kenya's powerful elite. At least three times during her activist years she was physically attacked, including being clubbed unconscious by police during a hunger strike in 1992. The former president, arap Moi, once called Maathai "a mad woman" who was a threat to the security of Kenya.

By contrast, Archbishop Desmond Tutu on Monday called Maathai a "true African heroine." The Nelson Mandela Foundation also expressed sadness over Maathai's death. The foundation hosted Maathai in 2005, when she headlined the foundation's annual lecture.

"We need people who love Africa so much that they want to protect her from destructive processes," she said in her address. "There are simple actions we can take. Start by planting 10 trees we each need to absorb the carbon dioxide we exhale."

A former member of Kenya's parliament, Maathai was the first woman to earn a doctorate in East Africa ? in 1971 from the University of Nairobi, where she later was an associate professor in the department of veterinary anatomy. She previously earned degrees from Mount St. Scholastica College in Atchison, Kansas and the University of Pittsburgh.

Maathai first latched on to the idea of widespread tree planting while serving as the chairwoman of the National Council of Women in Kenya during the 1980s.

The Green Belt Movement, which was founded in 1977, said on its website that Maathai's death was a great loss to those who "admired her determination to make the world a more peaceful, healthier and better place."

Edward Wageni, the group's deputy executive director, said Maathai died in a Nairobi hospital late Sunday. Maathai had been in and out of the hospital since the beginning of the year, he said.

Maathai is survived by three children. Funeral arrangements were to be announced soon, the Green Belt Movement said.

Two Hobbits square off in boxing ring

One boxing ring to rule them all.

Fans who attended the annual Fantastic Fest in Austin, Tex., described as the largest genre film festival in the U.S., were treated to a precious Main Event: a boxing match between ?Lord of the Rings? co-stars Dominic Monaghan and Elijah Wood.

We?re not kidding.

The two former Hobbits laced up pink gloves and slugged it out in front of a crowed of bloodthirsty and deliriously geeked-out fans. If you doubt how seriously Frodo and Merry took things, check out the video. Those are legitimate Hobbit haymakers being thrown.

So why were they fighting? Could it have been lingering resentment on Monaghan?s part over Wood getting all the glory ? and the ring ? in "LOTR"? Nope, it turns out the two actors were doing their part in a Fantastic Fest tradition, the Fantastic Debates.

That?s where filmmakers, actors and members of the press face off and do what Fanboys do best: Argue about anything and everything pop culture.

Wood, who?s currently starring in FX?s hit show ?Wilfred,? and Monaghan, currently on the web series ?Goodnight Burbank? and eternally known as Charlie from ?Lost,? squared off in a passionate debate over the video game franchise ?World of Warcraft.?

Tempers flared at that point, as Monaghan dropped some major WoW knowledge on his opponent. But Wood showed no respect for the mega-popular video game, calling it ?a complete waste of time.? He then riled up the Warcraft crowd by proclaiming the "Legend of Zelda" series was enough fantasy gaming for him.

The trash talking seemed to inspire Monaghan. He pummeled Wood throughout the match, even opening a cut below Wood?s eye (of the Tiger?). The fight was about as coordinated a fight as you would expect from two guys best known for movies in which they wore hairy, prosthetic feet. The fans didn?t seem to mind. What they lacked in finesse, style and skill, they made up in sheer unintentional hilarity.

The Fantastic Debates were sponsored by ?Knuckle,? a documentary about bare-knuckle boxing which hits theaters in December.

Judging by the results of their gloved showdown, it?s fortunate the two actors didn?t mimic the film?s bare-knuckle style, or things could have gotten really ugly. We think Wood learned a valuable lesson: Mock ?World of Warcraft? at your peril.

Abbas stakes Palestinian claim to state at U.N. (Reuters)

UNITED NATIONS (Reuters) ? Palestinian President Mahmoud Abbas asked the United Nations on Friday to recognize a state for his people, but Israeli Prime Minister Benjamin Netanyahu dimissed the world body as a "theater of the absurd" and said only direct talks could deliver peace.

Abbas handed U.N. Secretary-General Ban Ki-moon a letter requesting full U.N. membership, which the Security Council will discuss on Monday. The United States has vowed to support its Israeli ally and use its veto if a vote is held.

"I do not believe that anyone with a shred of conscience can reject our application ... and our admission as an independent state," Abbas told the U.N. General Assembly in an impassioned speech that won a standing ovation even as Israeli and U.S. delegates looked on stone-faced.

Trying to head off a clash in the Security Council, a quartet of Middle East mediators urged a return to peace talks within four weeks, "substantial progress" within six months and an agreement to be struck within a year.

The Quartet -- the United States, Russia, the European Union and the United Nations -- asked Israel and the Palestinians to submit proposals on territory and security within three months.

"The Quartet proposal represents the firm conviction of the international community that a just and lasting peace can only come through negotiations," U.S. Secretary of State Hillary Clinton said, urging both sides to seize the chance to talk.

Former British Prime Minister Tony Blair, the Quartet's special envoy, said the major powers believed they were closing in on guidelines that both sides could accept.

But previous proposed timetables for negotiations, such as a one-year deadline set by former U.S. President George W. Bush in 2007 and one by Obama a year ago, have run into the sand.

Abbas' statehood ploy exposes waning U.S. influence in a region shaken by Arab revolts and shifting alliances that have pushed Israel, still militarily strong, deeper into isolation.

In their speeches, Abbas and Netanyahu both said they extended their hands to the other party, but each blamed their opponents for the failure of past peace efforts.

"We cannot achieve peace through U.N. resolutions," Netanyahu said, demanding that the Palestinians recognize Israel as the Jewish state, something they reject because they say that would prejudice the rights of Palestinian refugees.

Netanyahu offered to meet Abbas immediately in New York, minutes after Abbas said settlement activity must cease first.

LOSS OF FAITH

The Palestinians say they will give the Security Council "some time" to consider their request, but if that fails may ask the General Assembly for upgraded status short of full membership that could let them join international bodies.

Abbas' statehood bid reflects a loss of faith after 20 years of failed peace talks sponsored by the United States and alarm at constant Israeli settlement expansion in occupied land Palestinians want for a state.

"This (settlement) policy will destroy the chances of achieving a two-state solution and ... threatens to undermine the structure of the Palestinian National Authority and even end its existence," Abbas declared.

It was the first time he has spoken so starkly of the PA's possible demise, highlighting problems faced by a body set up as a state-in-waiting but now seen by its critics as little more than a big municipality, managing the civilian affairs of the main Palestinian cities under Israeli occupation.

Dissolution of the PA would throw responsibility for ruling all of the West Bank back to Israel as the occupying power.

Israeli and U.S. politicians have threatened aid cuts that could cripple the PA, the source of 150,000 jobs.

Israeli delegates stayed in the hall during Abbas' speech, which was punctuated by applause, especially when he recalled his predecessor Yasser Arafat's 1974 admonition to the United Nations: "Do not let the olive branch fall from my hand."

In the West Bank, flags and portraits of Abbas and Arafat, draped buildings in a Ramallah square where Palestinians watched a live broadcast of Abbas' speech.

"We have come to take part with our people in asking for our rights," said Mohammed Hamidat, 40. "With the current closed horizons, it's the only thing we can do, even if the result is failure. It's been years since we have seen anything new: this is a first step."

Israeli settler Meir Bartler, 25, said: "We don't care what they're up to at the U.N. We have the bible, which says the land of Israel belongs to the Jewish people."

A gulf of mistrust separates Israelis and Palestinians, who each feel their existence is at stake in a bitter struggle over borders, security, refugees and Jerusalem.

Political rifts among Palestinians, and the constraints of U.S. domestic politics, where support for Israel is strong, further complicate efforts to bridge the gaps.

Abbas spokesman Nabil Abu Rdaineh said the Quartet proposal would be discussed in Ramallah but indicated there could be no compromise on the core issues of the 1967 borders and Jewish settlement construction.

BURDEN OF HISTORY

The divisions are rooted in a heavy burden of history, painfully contested narratives and recurring bloodshed.

The United Nations partitioned Palestine in 1947, but Arab states rejected that and declared war on the new state of Israel, which then captured more territory than it had been allotted under the U.N. plan and dispossessed hundreds of thousands of Palestinians, who became refugees.

Two decades after Israel seized the West Bank, including East Jerusalem, and the Gaza Strip in the 1967 Middle East war, the Palestine Liberation Organization recognized Israel and reduced its demands to a state on those territories.

In 1993, PLO leader Arafat and Israeli Prime Minister Yitzhak Rabin shook hands at the White House on a plan for Palestinian self-rule, which was never fully implemented.

Israel has continued to expand settlements in the West Bank, although it dismantled them in the Gaza Strip, now ruled by Hamas Islamists who refuse to recognize the Jewish state.

Abbas accepts that negotiations are still necessary, but argues statehood will put Palestinians on a more equal footing. Israel sees the U.N. bid as an attempt to destroy its own legitimacy.

Hamas rejected Abbas' move as "begging" for statehood. "States are not built upon U.N. resolutions. States liberate their land and establish their entities," said Ismail Haniyeh, who heads the Hamas administration in Gaza.

Most people think that once a nurse has completed her education and has become registered, that is the ?end? and that no more learning or education is needed. This couldn?t be further from the truth. There?s more to nursing then just tending tweaking patients.

It is highly critical that a nurse maintain and continue her ongoing education and it is kept current on her profession. This is an integral a part of maintaining her registration.

A nurses life in the 21st century is extremely fast paced. You will find medical advances in precedures almost on a daily basis and it is essential that a nurse is kept abreast and is at the forefront of these improvements. This requires a high level of time management and dedication to improve oneself in addition to spending extended hours in clinics and hospitals. Obviously this is much easier said than done.

It is in the best interests of the good hospital to supply everything needed for nurses to continue their education. A good hospital will also more than likely pay for the education of their nurses. Deficiencies in funds should not be a deterrent to a nurse continuing her education.

Many nurses regularly sign up for nursing periodicals and magazines to keep up to date with their ongoing education.. Nurses are encouraged to go through the relavent published journals regularly.

Of course let?s remember that just as important to success may be the keeping of portfolios and timely documentation detailing all the training and education received through the nursing carreer. This written journal also serves as a method of organizing within an orderly manner, all of the continuing education undertaken.

Admittedly, there exists a challenge with regards to access to this education for nurses, namely the expense, since nursing is still not considered to be among the best paid professions. This challenge to accessibility can perhaps be met by employers coming forward and funding the continuing education of rns.

Medical Bankruptcy: Fact or Fiction?

You have probably heard someone use the term "medical bankruptcy." This is a word commonly used by individuals who either are going through a medically related financial crisis, or are acquainted with someone who is facing severe medical debt. Although medical bankruptcy is not a legal term, it is a useful term to describe a financial remedy for an individual who may have reached the end of their rope because of medical debt.

Medical bankruptcy can be a misleading term because there is no legal remedy available exclusively for medical debt. In general, bankruptcy is the dissolution or reorganization of some or all of an individual's debt. When you file for any type of bankruptcy you must include all your debt. This would apply to home mortgage loans, car loans, credit cards, and medical debt. There are several types of bankruptcies, but most individuals filing a bankruptcy for medical debt will typically file for a Chapter 7 or Chapter 13 bankruptcy. A Chapter 7 bankruptcy may allow an individual to eliminate their debt, while a Chapter 13 bankruptcy can allow an individual to reorganize their debt into a 3-5 year plan, while at the same time reducing the principle on their debt.

The idea that a medical bankruptcy exists as a legal remedy may have developed because the court handles medical debt in a different way than they might other types of debt. Not all debt will receive the same treatment in court. A bankruptcy court will generally divide an individual's debt into two classes: Secured Debt or Unsecured Debt. Secured debt is the type of debt that is usually tied to assets like an auto loan or home mortgage. Unsecured Debt is usually not tied to assets, yet can often be eliminated or greatly reduced through a bankruptcy. It's important to realize that medical debt is usually classified as an unsecured debt.

While the term "medical bankruptcy" is not a legal term, it is a useful way for an individual to describe how their finances fell into chaos. An experienced bankruptcy attorney will immediately understand what a client needs when they inquire about a medical bankruptcy. A bankruptcy attorney can then inform them how a bankruptcy could be a solution to their financial hardship caused by medical debt, and even help the individual decide whether a Chapter 7 or Chapter 13 is most appropriate for their situation. Once an individual has decided the best course of action, the attorney will then lead them smoothly through the legal process of filing, and obtaining a bankruptcy.

Greek default talk gathers pace (Reuters)

ATHENS/WASHINGTON (Reuters) ? Talk of a possible Greek default gained pace on Friday while a pledge by the world's major economies to prevent Europe's debt crisis from undermining banks and the global economy steadied financial markets.

Greek Finance Minister Evangelos Venizelos was quoted by two newspapers as saying an orderly default with a 50 percent haircut for bondholders was one of three possible scenarios for resolving the heavily indebted euro zone nation's fiscal woes.

Venizelos described the reports in a statement as an unhelpful distraction from the central task of sticking to Greece's EU/IMF bailout program.

European Central Bank governing council member Klaas Knot told a Dutch daily a Greek default could no longer be ruled out, the first ECB policymaker to speak openly of the prospect.

"It is one of the scenarios. I'm not saying that Greece will not go bankrupt," Dutch daily Het Financieele Dagblad quoted him as saying.

"All efforts are aimed at preventing this, but I am now less certain in excluding a bankruptcy than I was a few months ago," Knot said, adding that he wondered "whether the Greeks realize how serious the situation is".

More signs emerged on Friday that European governments are working on recapitalizing vulnerable banks, with France's top market regulator saying 15 to 20 banks needed extra capital, although no French ones "at this stage".

The European Commission said European banks had already received 420 billion euros in funds to help recapitalize since 2008 and were in much better shape than three years ago.

"The recapitalization of European banks is something that is ongoing, it is something that is already happening," Commission spokesman Olivier Bailly told a regular briefing.

European shares inched up from 26-month lows, buoyed by a commitment from G20 finance ministers and central bankers to "take all necessary actions to preserve the stability of the banking system and financial markets as required".

A statement issued after G20 talks in Washington said the 17-nation euro zone would implement "actions to increase the flexibility of the EFSF and to maximize its impact" by mid-October. But it left unclear whether they would go beyond an already agreed widening of the bailout fund's powers, which has so far failed to reassure investors.

Newspaper Ta Nea said Venizelos had told Socialist lawmakers behind closed doors that the government's central scenario was to stick to austerity plans to receive a second 109 billion ($146 billion) bailout and avoid bankruptcy.

The alternatives were either an agreed restructuring of Greek debt with a 50 percent reduction in the face value of government bonds, or a disorderly default, he said.

Greek bank shares fell by five percent on the reports, prompting Venizelos to say in a statement: "All other discussions, rumors, comments, scenarios which are diverting our attention from this central target and Greece's political obligation ... do not help our common European task."

The European Union's top economic official, Olli Rehn, said in a speech in Washington that the EU was doing everything to avoid an uncontrolled default. He did not explicitly rule out an orderly restructuring of Greek debt, which many economists see as inevitable.

Venizelos was flying to Washington for weekend meetings of the International Monetary Fund and World Bank and is expected to discuss Greece's position with fellow finance ministers on the sidelines.

The government approved a raft of more draconian austerity measures this week, including putting 30,000 public employees on a path to redundancy, cutting pensions and raising taxes, in an effort to secure the next 8 billion euro loan installment vital to avoid running out of money in mid-October.

LEVERAGE?

Shares of several European banks have tumbled and funding costs have risen as investors worried about exposure to debt issued by Greece and other debt-heavy European countries.

World stocks slumped on Thursday to their lowest level in 13 months, hurt by the risk of a new U.S. recession and weaker economic data from China as well as Europe's debt problems.

G20 participants did not say how the 440 billion euro EFSF might be altered although French Finance Minister Francois Baroin used the word "leverage" in comments to reporters.

The United States has previously proposed that Europe could leverage up the European Financial Stability Facility, giving it more clout to protect the euro zone and its banks. German politicians and central bankers say that would be illegal.

A U.S. official, speaking after the G20 meeting, said the group showed a heightened sense of urgency but did not discuss a specific mechanism to leverage or expand the bailout fund.

Politicians in northern Europe, especially in Germany, have opposed dedicating more money to offset what they see as the profligacy of highly indebted countries such as Greece, complicating discussions about fighting the financial crisis.

Those tensions have flared within the European Central Bank over its role in buying bonds of struggling euro zone states.

However, Europe has come under heavy pressure from the United States and other countries to take bolder steps.

Earlier on Thursday, U.S. Treasury Secretary Timothy Geithner voiced optimism that Europe would devote more of its own resources to backstop euro area governments and banks.

"I am very confident they're going to move in the direction of expanding (their) effective financial capacity," he said. "They're just trying to figure out how to get there in a way that is politically attractive."

The leaders of seven big economies stressed the need to contain the debt crisis, and finance officials from the so-called BRICS countries, including heavyweights China, Brazil and India, said they would consider giving more funds to the IMF to boost global stability.

But India said developing countries were not in a good position to bail out richer economies and the U.S. official said the G20 had not talked about emerging economies providing the IMF with more funds.
