ATLANTA (AP) - An Atlanta church congregation has voted to accept the city's $14.5 million offer to relocate so the Atlanta Falcons can build a new stadium.

Members of Mt. Vernon Baptist Church voted overwhelmingly Thursday in favor of accepting the offer for their land south of the Georgia Dome.

The church is 1 of 2 that needs to be relocated if the franchise is to build its $1 billion, retractable roof stadium at its preferred site.

Mayor Kasim Reed publicly announced the preliminary agreement last week. The plan calls for the Georgia World Congress Center Authority to pay $6.2 million, and the Falcons to pay $8.3 million.

The Atlanta Journal-Constitution reports (http://bit.ly/16cwyNI ) a second church in the proposed path, Friendship Baptist, plans to vote on whether to sell their property on Sunday.

'Ambitious' plan for High Peak Moors

A 50-year conservation project, described as the "biggest and most ambitious" of its kind, aims to restore a historic part of the Peak District.

The National Trust has launched its vision to undo decades of damage on High Peak Moors and return the landscape back to its former glory.

Measures include drainage removal and vegetation and woodland restoration.

The area includes Kinder Scout, the site of the 1932 mass trespass that led to the formation of National Parks.

The Trust's rural enterprises director, Patrick Begg, said restoring the vital habitat could only be tackled over the long term.

"There really is not much point committing to restore upland peat bogs over a five-year period as this just scratches the surface," he explained.

"In order to get them back into good health, we really need to be committing to [50 years]. The work we will do will take that long to bed in and for the habitat to start to turn round."

Mr Begg told BBC News that the project will focus on a number of areas.

"We will be really investing in rewetting the bogs on the tops," he said.

"That involves blocking up drainage gullies and reseeding and replanting the bogs with cotton grass, as well as laying cut heather on them.

"My nutshell phrase at the moment is turning what looks like a moonscape at the moment, because it is so eroded, back into a moor-scape. It will look very different when we are done.

"Through that vegetation work, it will also be a better home for a wide range of species, so there will be better biodiversity."

Woodland revival

Another aspect of the vision will be to develop more woodlands in the area's cloughs, which are the steep valleys that lead up to the moors, to replace the loss of tree cover in recent decades.

"If you went back in time 50 years or more, you would have seen a rich tapestry of woodlands on those valleys," Mr Begg observed.

"We want to put those back and they will help in providing homes for wildlife as well as stabilising the soil and vegetation so we don't get the kind of run-off that we see at the moment."

The Trust says its vision will be beneficial in a number of other ways, namely helping to protect water supplies into the future and storing carbon dioxide that would otherwise end up in the atmosphere.

The authors of the 50-year plan say water from the moors feed two reservoirs in the area and the Trust-owned part of the moors stores carbon that is equivalent to three years' worth of emissions from a city the size of Sheffield.

Mr Begg added: "These are fundamental things that society needs us to be doing, alongside providing a better future for nature. It is also about being able to connect people back to nature."

The area contains the site of a protest that has been acknowledged as being pivotal in opening up public access to many of the nation's natural landscapes.

In April 1932, hundreds of ramblers walked on to private land on Kinder Scout, Derbyshire, to assert their right to walk freely across the countryside, which they called their "right to roam".

A number of the walkers were arrested and imprisoned but the act highlighted the growing demand among people to be granted access to natural areas for leisure and recreation.

Mr Begg observed: "We are very aware of that cultural depth and we want to continue to inspire people through the direct contact with nature."

Why Navy Yard shooting raises tough questions for Pentagon

In the wake of the mass shooting this week that killed 12 people at the Washington Navy Yard, senior Pentagon officials have vowed to review the process for granting security clearances.

?Obviously, something went wrong,? Secretary of Defense Chuck Hagel told reporters on Wednesday.?

?We will review everything,? he added. ?Where there are gaps, we will close them. Where there are inadequacies, we will address them. And where there are failures, we will correct them.?

In the end, the alleged shooter, Aaron Alexis, had multiple red flags, including run-ins with the law that involved firearms and complaints he made to a Department of Veterans Affairs (VA) hospital that he was hearing voices.

But the broader issue of security clearance and mental health is one fraught with complications for the Defense Department as veterans from Iraq and Afghanistan seek to assimilate back into society ? and, in many cases, get Pentagon jobs.

If the shootings at the Navy Yard push the Pentagon to further restrict security clearance for those with mental health-related issues, the decision could affect the opportunities available to those struggling with combat-related stress. In that way, the consequences of this week's shootings are potentially far-reaching for a Pentagon that has said a primary goal is helping veterans lead normal and productive lives.

For his part, Mr. Alexis was never on active duty and did not serve in war. He was already struggling with mental health challenges before he entered the Navy Reserves, officials point out.

Yet in the hours immediately following the attack, commentators wondered aloud whether it was a US military service member, perhaps damaged by what he had seen at war, who had done harm to his fellow troops.

The question of how the force should handle those it thinks are grappling mightily with combat stress is a significant concern within the Pentagon.

Whether or not an applicant has sought mental health counseling is a key question on the standard background check form for those applying for a national-security related job.

Known as ?Question 21,? it asks whether ?In the last seven years, you have consulted with a mental health professional (psychiatrist, counselor, etc.) ... about a mental health related condition??

In order to de-stigmatize counseling for combat stress, federal guidelines now allow soldiers to answer ?no? if they received counseling for post-traumatic stress resulting from battle, marital strife due to war-related separation, or grief from losing a fellow soldier.

Asked on Wednesday whether the exemptions to Question 21 should still stand, the top US military officer, Gen. Martin Dempsey, said that they should.

General Dempsey, chairman of the Joint Chiefs of Staff, noted that he had worked with retired Lt. Gen. Pete Chiarelli, the previous deputy commander of US forces in Iraq, who had done a great deal on exploring the causes for suicide within the armed forces, as well as with others ?who believed that men and women should have the opportunity to overcome their mental health disorders or their mental challenges or their clinical challenges and shouldn?t be stigmatized.?

?And so I remain in that camp,? he added, ?that a man or a woman should have the ability to, with treatment, to overcome them and then to have a fruitful life and gain employment, including inside of the military.??

Yet for this reason, the questions on the background form may need to be reexamined, says Terri Tanielian, a senior social research analyst at Rand Corp. who studies military and veterans mental health policy.

?I don?t think we?re asking the right questions around mental health right now,? she says.?

?Asking whether you got mental health counseling doesn?t tell you that you can?t do the job, it doesn?t tell you that you can?t be trusted, it doesn?t tell you that you may get violent.?

There is evidence to suggest that those who seek mental health counseling may be healthier than those who do not, adds Ms. Tanielian.

?That?s more likely to be a sign of someone who?s interested in bettering themselves and doing a good job,? she says.

The issue goes to the core question of how the Pentagon should view its responsibility to returning vets still dealing mentally with the after-effects of combat.

?Do you keep them in the ranks and wrap your arms around them tightly, or do you push them out so that the military can focus on its job and let the VA take care of them?? says Phillip Carter, who directs the Military, Veterans, and Society program at the Center for a New American Security.

?I?m enormously sympathetic to vets who have an issue of misconduct linked to their service,? says Mr. Carter, an attorney and former Army officer who served in Iraq. ?There are very good reasons to be sympathetic to veterans.??

The key is balancing that sympathy for those who have been wounded by war with the need to maintain good order and discipline in the ranks, he adds.?

As the service branches prepare to shrink ? in many cases by up to 20 percent ? in the next five to 10 years, they are likely going to cut the troops that they perceive to be the poorest performers, ?many of whom are struggling with the after-effects of combat duty,? Carter notes.

?The military is going to be faced with a strategic choice about whether society would be better off as a whole if the military kept them in the ranks, versus pushing these folks out into society, into VA care,? he adds. ?It?s a very important question ? and it?s a very hard one.?

Microsoft ships upgraded preview of IE11 for Windows 7

Microsoft Wednesday shipped a more polished preview of Internet Explorer 11 (IE11) for Windows 7. The Release Preview, as Microsoft named it, followed a rougher-edged Developer Preview issued in late July.

IE11 on Windows 7 is similar to the same-named browser slated to ship in final form with Windows 8.1, the update set to debut on the Windows Store Oct. 17 as a free download for current Windows 8 users.

There are several differences, however, between the two. While IE11 on Windows 8.1 is -- for obvious reasons given the newer OS's emphasis -- heavily reliant on touch and gestures, IE11 on Windows 7 is a keyboard-and-mouse application. It also places the address bar at the top of the window, unlike at the bottom as does IE11 on Windows 8.1's "Modern" nee "Metro" user interface (UI).

The Windows 7 browser also omitted support for SPDY -- the Google-designed page load acceleration protocol -- won't sync open tabs between machines, as does Google's Chrome, Mozilla's Firefox and IE11 on Windows 8.1; and cannot keep as many tabs open as 8.1's version.

Microsoft claimed that IE11 on Windows 7 was 37 percent faster than Chrome, 31 percent faster than Firefox and 41 percent faster than Opera Software's Opera, citing benchmark scores from the SunSpider JavaScript test suite.

Ironically, Microsoft once dismissed JavaScript benchmark results as bogus. Three years ago, Dean Hachamovitch, the executive who heads the IE team, said speed trials like SunSpider were "at best, not very useful, and at worst, misleading." That was during a time when rivals regularly trounced IE -- early builds of IE9 in particular, but prior to that, IE8 too -- in SunSpider benchmark scores.

Microsoft Wednesday declined to disclose a release date for the final version of IE11 on Windows 7 but said it would launch "later this fall."

The release preview can be downloaded from Microsoft's download center or the IE website. Systems must be running Windows 7 Service Pack 1 (SP1).
